A seminar on real estate issues was held in Novokuznetsk with the participation of lawyers from Jurproekt
On February 17, a seminar was held in Novokuznetsk on the topic “Payments for land and real estate in 2017. Registration of land relations: legislation, practice, novels”, organized by LLC Regional Center for Economics and Business.
Olga V. Zhavoronkova, Deputy Chairman of the City Planning and Land Resources Committee of Novokuznetsk, Dmitry Alexandrovich Malinin, Chairman of the Yurproekt Agency, and Daria Vladimirovna Tretyakova, the lawyer of the Yurproekt Agency, acted as lecturers at the seminar.
Lawyers of CA "Yurproekt" spoke about the new procedure for conducting cadastral valuations and contesting their results under the Federal Law "On the state cadastral valuation" No. 237-FZ, and also put an end to the rumors about the "rollback" of the cadastral value to the state of January 1, 2014 according to 360 -FZ. Daria Tretyakova and Dmitry Malinin also spoke about the unification of cadastral registration and state registration and the creation of the Unified State Register of Real Estate under 218-FZ. In addition, the speakers briefly highlighted the changes in the Town Planning Code of the Russian Federation, primarily the norms related to the issuance of town planning plans for land plots.
But the most valuable component of such events is the exchange of experience. The lawyers of our company shared with the participants their practice in the field of reducing payments for land and real estate, contesting the cadastral value, as well as in other matters of land and property relations. The participants of the seminar with their questions once again demonstrated the diversity of disputable situations that arise in this area. A particularly interesting discussion took place on the issue of registration of linear objects, registration of rights to structures in respect of which it is not required to obtain a building permit.

Olga Valerievna, in turn, spoke about the currently discussed changes to the Decree of the Collegium of the Administration of the Kemerovo Region No. 47, which regulates the procedure for determining the amount of rent for undelimited land in the region. According to her, the inflation rate for 2017 is planned to be set at 1.058. Also, the introduction of a multiplying coefficient for land plots, the cadastral value of which was set at the market value, is not excluded.
